How difficult is OBE Implementation?

The outcome based approach has been mandated as compulsory for accreditation of an engineering programme for signatories of the Washington Accord [1, 2]. While the aspirations underlying outcome-based education (OBE) are deeply appreciated, there is a widespread concern about the difficulty in adopting the methodology. Is this concern just a myth or is it real? Can something be done to make adoption of OBE easy?
